Is there a document that describes the differences between the Users, Power
Users, and Administrators groups?

Users are your basic users,
Power Users have more power,
Administrators can access everything.

Are you running a network, if yes then that is when these groups come in to
their own.

Yes.

Type Groups overview in the Search box in Help and Support.

You could have typed Power user in, that's how I found Groups overview.
