Group Policy

I have a PC that cannot access the run command. I have reset the local group
policy, dis-joined and re-added it to the domain and deleted my profile off
of the PC with no luck. I am a domain Admin and there is not an Active
Directory GPO preventing access to the run command.

I found the answer here below, but they have the enable and disable reversed.
This is correct 0 = disable and 1 = enable.
