Group Policy - IE Home Page Setting

We set our users home page in IE using group policy. When the user changes
this setting to their preference, their setting remains. They log on and log
off (they have roaming profiles) and the setting still remains.

Our problem is:

Once the user logs into a computer that he never logged into before, the GP
setting is applied. When he goes back to his original desktop, his
preferences are overwritten by the GP setting.

I think you're seeing this exact behavior.

A simple solution would be to disable them changing the home page. Then
they'll get the new page on first logon after CP version update and
won't be able to change it.

Thank you for the reply. Our problem is we want the GP to set the home page
initially, but we still want them to be able to change it.

This works fine until they log into a machine that they've never logged into
before. Once they log back into their original machine, their personalized
home page reverts back to the GP setting.

Any suggestions?
