Group Policy for Win98 Clients

My AD is run on win2000 server which connect toi 0 xp machines and 8 win98SE
and windows ME. I try to apply group policy like restrict execute .exe file.
All XP machine work fine but win98 and me cannot. Is it possible to take
effect on these old client machines?

Please advise
