group policies and IE 6.0

i have a windows 2000 server with SP4
it has citrix metaframe 1.8 with sp4
and i have my users logging into this system
this server is in a work group and not using active
directory

i want to lock down certain functions of IE.
i have successfully locked them down using gpedit.msc

unforunately, the group policy locks down the settings
system wide.

i only want to apply these setttings to specific users

is there any way to do this?

Put those users in a different group?

BTW this is probably better asked in a newsgroup which
specializes in your OS.
