Group Membership problems in XP

What would be causing the Start Menu to not show its contents to a User when
the user is not a member of the Administrators Group, but if you change the
Group membership to Administrator it shows all the content and permits apps
to run. The same behavior is eperienced when trying to start Outlook or
Outlook Epxress

This can result from the NTFS permission not allowing the
Users group any access to the Start Menu folder (or Outlook
executable, etc.).
