greyed out Password Policy

When I log in as administrator and navigate to the password
policy settings of Group Policy, my choices are greyed out
and I can't modify them. I could understand this if the
laptop were logged into the network, where there is a
domain group policy applied. But why would this happen when
I'm disconnected from the network? I am trying to relax the
password settings when not on our network, so any tips on
how to accomplish this in spite of the above problem would
be appreciated.

Probably because the domain policy has been created with "no overwrite".
