This is probably pretty easy but:

I recently had to reload my entire system (with the help from DELL).
I have Windows XP
I have been cleaning-up files and folders and one that has caused this
question is that all links and pages in My Favorites folder works when go
through My Favorites when I go through the Internet first, and works at both
locations - drop-down menu, and Favorites ICON.

However, although the files and folders are the same and appears to be the
same links, most all can not be opened from my Start Menu Favorites ICON.

Thanks for any help you can be.

What you describe is unusual and defies logic, but try this to see if it
works.

Right click on the Task bar and select Properties to display the Taskbar and
Start Menu dialog. On the Advanced tab uncheck Display Favorites and press
OK to save the changes.

Do the same again, this time checking Display Favorites to re-apply the
setting. Choose Ok.

If you still have no joy then carefully examine your Documents and Settings
folder. You will find the Favorites folder under each user account
