Grayed out Task Manager

Recently when I press CTRL ALT DEL the button for the Task Manager is grayed
out. If I right click on the taskbar same thing, the task manager is grayed
out. Only the task manager is the one grayed out. I ran a virus scan with
the latest definitions, and was clean. I am ready to run a system restore
but was wondering if there is another way to fix this predicament.
