Graphics Utility; select, copy & paste circles & ovals, etc.

Wondering if anyone knows of a simple freeware graphics utility which will
select, copy & paste circles & ovals, etc. Have IrfanView on board, but it
only seems to want to work with squares. I would like to select some oval
excerpts from some images to copy to, or insert into, WP letters, etc.
