GPO not applying. Please help

I am trying to setup some GPO’s. I do know what i’m doing although
i’m really having a problem on this occasision.

I have Two networks that i am looking after. one which i have no
problems with whatsoever. The second is a different matter even though
i have tried to duplicate the same settings and permissions.

I have configured the GPO to the required settings and added under the
security tab the relevant domain local security group that this should
apply to. In turn this domain local group has a global group member
and in turn this global group has the membership of all the users on
the network.

The group that has been added to the GPO has read and apply Group
Policy assigned which is exactly what it should be, although when
looking at the advanced permissions i notice that this group has read
and apply policy permissions rather than special and apply policy.
This seems to be the only difference from my other network. How do i
change this from read to special?

When running gpresult at a client station it tells me that the GPO has
been filtered: denied (Security)!!!?

I have also checked that there are no WMI filters active.

I forgot to mention that i have been using the gpmc to try to get to
the bottom of this and tried running the rsop reports wizard but still
i’m having no luck

Please someone help me as this has been a problem for a long time now.

TIA
