GPO changes not taking affect.

I set up an win2000 server and created UO for a set of
users, then created a GPO and applied it to the OU. The
settings took affect just fine. When I make any changes to
the GPO, they sometimes affect the user and sometimes not,
even after I run gpudate (The clients are WinXP Pro).
Example: I originally setup the users to have a banner at
logon. I since have wanted to remove the banner. I removed
the banner from the GPO but the client still displays the
banner at logon, even weeks later. I tried gpudate and it
doesn't matter. This happens with other changes I try to
make as well. Any ideas would be appreciated.

In general, you need to verify if the modified policy is actually received
and applied by the clients.
GPResults, RSOP and GPMC will provide you with some clues.

If the clients does receive the policy, verify if there is any blocking/no
overwrite/inheritance or permission/filtering issues (GPMC will provide you
with all these info).
