Give user defualt time control in flag for follow up task

A user should be able to control the default (time window, i.e 8 to 6 as they
can for customizing the calendar function) that shows up when...within
Outlook rt clicking a email message Followup>add reminder>

Flag for Follow up task should have a time range that is more standard or
can be controled by the user. It is really annoying to use this feature all
day long and have to scroll through 12:30 am to a more appropriate time that
I am in the office each and every time.

Maybe the program can use the time set in your calendar options as your
times for the starting point of the default time.

I know this isn't what you're asking for, but you can type any time value
into the box manually, so you don't have to scroll. You can even use
shortcuts like 130p for 1:30 PM.
