Give Chnage Password Permissions only

certain Hi, I want to give a user permissions to unlocked and reset passwords
within a domain, whats the best way I can go about this?

Note I dont want them to be able to do anything else accept unlocking
accounts and resetting passwords.

You should be able to delegate this to a user via the Delegate control.
