Ghost folder in start menu

I have a folder in my start menu that I can't delete (it is empty).
I also cannot find it in the registry.
When I right click on it I get no menu as I do with other folders and
shortcuts.

As a side note, when I position a particular folder (drag & drop) it
doesn't keep its position on the menu - it changes back where it was.
Other folder can be positioned and remain.

Any ideas to help me.

Which profile is it under?

C:\Documents and Settings\All Users\Start Menu
C:\Documents and Settings\<username>\Start Menu

Well, that was a good question!
As it is, it ONLY appears in the START menu under PROGRAMS when you
access it from the taskbar.
When I look into the profile folders neither the one I can't delete
(which is empty) or the one that I can't reposition appear in any
profile.
The plot thickens!!!!!!!!

NOTE
I can drag and drop the "unmoveable" folder to a different position,
but when I go back to the menu it is where it was.

Well I did but that post never made it.

the not deletable one is ACT! 2005 and it is an empty folder.
the non-movable one is ACT! 7 and it has shortcuts in it.
they are both associated with the same application.
the shortcuts work.
they do not appear in the start folders via explorer
they are only available via the taskbar START / PROGRAMS

Did you look in "All Users" Start Menu?
Another possibility is Act! is "maintaining" them.
