Gap Between Shared Borders and Other Tables

I have a gap between my bottom Shared Boarders and the rest of my website.
I can't seem to get rid of it. I don't have the gap at the top shared
boarder. I don't understand this.

After looking at the published view, the gap does not exists. It is only
while viewing in FP2003 development view.

So I guess it is not urgent, but I would like to know why. And the fact
that the top shared boarder does not leave a gap.
