Can I make it so a specfic user can't use a function key like F11? I know
you can stop it from using the start up option. But I want to allow certain
users to use it and others not.

No you can't, but you can use the bypass key for just that (hold down the
shift when you open the app and the startup options are bypassed). This has
obvious security implications but it all depends on your risk assessment of
how likely one of your users would know about the bypass key. It is
possible to allow/disable the bypass key, post back if you want more info.
