Full download of IE6 SP1?

Normally I can download a full version of Microsoft's free software and it's
various patches, burn them to a CD, then take them to my non-networked
computers for installation. I have been unable to find IE6 SP1 in this
form. Is it only available in this form on the CD I must order from
Microsoft and pay for?

You can still get IE in that form.

Option 1:
Order the IE SP1 CD from Microsoft:
