FTP Clients can not connect

After installing FTP Server using XP Pro IIS, clients have been unable to
connect.
Using Westell Speedwire Modem B90-210015-04 and Siemens SpeedStream 2Port
Router SS2602 with Verizon DSL as ISP.
The Siemens Router was set to allow Port 21 to be Open. I have verified
that the port is open.
Netstat –an shows Port 21 Listening
A test with the router disconnected still failed.
An exception was made in Windows Firewall allowing Port 21 for FTP, to
correct an issue for users of XP SVC PK 2 (although I have SVC PK 3)
Although I am using a dynamic IP address it has not changed during the test
period, thereby seeming to offer the client a valid address.
Ftp.your.spot does not return an address.
All help appreciated.

Hi
Try first locally. I.e from another computer on your network using the
Server computer's local IP.
In my local Verizon blocks port 80. I never tried ftp, but I would Not be
surprised if they block port 21 as well.

My second computer on the network is currently unavailable but I believe it
would connect with the local address.
I checked with Verizon and they claim they are not blocking any ports.
