frontpage 2003 layers

I have drafted a page background and then added content in frontpage through
layers. In preview the layers/content are all where they should be. When I
published the site the layers/conent have moved. The movement is in no
particular pattern.

I have a 34-page site. What is the simplest way for me to correct the issue
please?

Murray, Thanks. However I have read the link you sent me to prior to posting
the message. I have now read again. I really do need help. I am a creative,
not a html programmer. I need to lay text, images, interactive buttons over
an image and have them stick.
