I'm getting ready to call the technician to uninstall FrontPage Extensions
and give me an FTP path to my web (since I have no dynamic elements in this
web.

What else do I need to ask or do?

1) You need the FP SE for any run time or design time FP components
2) most importantly you can publish using http mode and easily update just a single page

IMHO
don't remove the FP SE or use FTP

Make sure you are not using any components that require the FrontPage
extensions, such as:
Custom link bars
Custom background colours in Shared Borders
Subwebs (though this should not be a problem unless you use unique
permissions on subwebs.)
as well as forms and hit-counters.
