Fresh install won't complete reboot

AMD 3500 on an AM2 motherboard made by asrock, 2 gig of memory.

At some point in the Windows update process after a fresh reinstall, and not
always the same point, the computer will not restart automatically. It shuts
down, and the video shuts off, and the main power and fans stay on, but the
computer does not restart. Pushing the reset button does not restart..

I can power off and power on, but after a couple of those my BIOS says
"computer failed to start several times and the bios will now revert back to
original.

After each update, if I select "restart later" I can then "shut down" the
computer and the bios will not be reset, but if I select "restart" it still
won't come back.

This continues to happen with all the other software I add also.

Restoring to the earliest point does not solve the reboot problem.

I've wiped it three times this weekend, and I do not wish to install my
other software until this glitch might be solved

You could try discharging the CMOS (remove battery or operate jumper) in case
it's corrupt.

Other area I'd think of looking-at is whether the chipset drivers are
correctly installed. Did you manually install mobo-specific drivers, or did
you leave Windows to sort it out? The latter is generally OK if you just let
it search the Windows disc, or a disc supplied with the mobo, but if you let
it search the Internet it can come-up with all sorts of incorrect stuff.

The chipset drivers came from the mobo cd. the only hardware drivers I see
it getting are the secondary video card, and the two monitors. The audio,
video and lan are built on the board and the drivers are on the original cd.
