Is there any freeware available that will block any attempt to install
further programs on a PC running XP by a third party using the PC?

Probably the easiest way is w/o additional software: As administrator,
reduce the other's account privileges.

It can block any programs from running that is installed or any program from
being installed. Takes a little time to learn how to fully use it, but it
works and I use it.
