Freeware prog to work on animated GIF files

Am looking for a freeware prog to work on animated GIF files such as
adding or extracting frame or making an animated GIF from scratch.

I second that. And I spent a lot of time going through the available
various freeware .gif animator programs. Finally settled on the Ulead
program.

There is an oldie-but-goodie paint program called Embellish
that includes a very nice animated-GIF editor .....

It's no longer actively maintained by the original developers
but one source to download is ....
