Freeware Graphics with Annotation Capability

I have spent an incredible amout of time looking for a graphics program
that can add annotations (sometimes called "call outs") to images and
photographs. 20/20 is the only program I have found which has a forced
ad in the freeware version. It has options for a ready made arrow to
point at something and text box that I use the most. Anybody know of a
better freeware alternative?

Depending on exactly what you want:

1. Windows Paint program can put text on an image, but it will have a solid
color background. You can even draw a line from the text to the point of
interest.

2. IrfanView (www.infanview.com) can put text on an image with a
transparent background. You create a selection and use "Insert text into
selection". You can't draw an arrow with IrfanView, but you could use ASCII
characters like "------>", if that's good enough.

Open Office Draw can do that.

- Insert | Picutre
- click on callout icon along the bottom and pressing left mouse button
drag and the mouse over the area that you want the balloon to
be shown.
- Now click into the balloon and type your text.

Hi George,
Photofiltre - excellent graphics program with very good text annotation
feature.
I don't have URL but should be easy to find with Google.

I use Serif DrawPlus for my callouts. I do them manually by creating a
rectangle and appending a line and arrow to it. It's easier than it sounds.
