SendPlus is a downloadable spam blocker for MS Outlook and Outlook
Express. By employing the next generation challenge-response
technology, SendPlus is 100% effective in blocking spam emails while

You could do all that except for the synchronization with two simple
rules in your mail client. The challenge is allowing legitimate
messages from people you don't know that aren't in your contacts list.
