RTM if they report at least one bug.
Doing so, Microsoft wish to thank Beta testers.
The Beta testers will receive an email and will be able to download
the copy.
They will have one week to activate Vista.

Yes, this refers to people on the technical beta program, e.g. not people on
the CPP program or who used technet or msdn builds or whatever.

1. It only applies to official beta testers.
2. You have to have used the Bug Reporting Tool.
