Found New Hardware Problem

I'm not sure if this is a hardware or software problem but maybe someone can
give me a way to solve it. I have a W2000 system with a PCI Device listed in
the hardware devices with the big yellow question mark. I think it may be
from something that was originally in the system that has been removed or
replaced but every time I try to remove it I get the "New Hardware Found"
dialog when I restart the system. All the devices in my system are accounted
for in the device list. I have run into this problem on other systems
running W98 also. I tried removing the device in safe mode but had the same
result. Anybody know how to get rid of these ghost devices?

As with other versions of Windows that utilizes plug-and-play, it is not usually
a "ghost" device but an overlooked one that had an incomplete driver install.
What does Device Manager say is the "new hardware"? If it is identifiable,
there is usually an *.inf file somewhere in the computer, on the Windows cdrom
or the files that came with the device. The point being made is to go the extra
mile at trying to complete the identification and installation by allowing Device
Manager to do its work. Devices that were previously installed, if properly
catalogued, are normally removed from Devicd Manager with uninstallation.
