Found a patch for the Sonic Cd Game by Expert.
This patch is unofficial made and not supported by Sega or Expert.
In windows xp
Full Install it. Error will pop-up
Exit
Right click the Sega Cd Shortcut tab. Choose Compatibility tab.
Check Run this program in Compatibility for
windows 95
Check Run in 256 Colors
Check Run 640x 480
Click apply
Install patch, Overwrite sega.ini file if asked.
Download patch from the site

Sega Full screen mode may crash some computers requiring a hard boot
Note for xp sp2
You may need to disable Data Error Prevention (Dep) in the boot.ini
