Forward button greyed out/disabled in Outlook 2007

I have a user whose Forward button is greyed out/disabled on all emails but
they can Ctrl+F and still forward the message: Troubleshooting I've tried:
~Verifying that it is not an expired trial version
~Verifying that the full version is activated
~Any possible incorrect permissions for delegate control
~Possible message sent with Microsoft IRM (though we don't have WRM/Windows
Right Management service running)
~Ran a Repair on Office

Haven't yet tried (and really don't want to if I don't have to):
~Create user a new Outlook profile to correct it
~Uninstalling and reinstalling Office (though I don't think this will work
if a Repair didn't correct it anyways)

Help, PLEASE! TIA!

Found a fix: rename the outcmd.dat and *.srs files for the user found at
C:\Documents and Settings\username\Application Data\Microsoft\Outlook!

The .srs file includes the passwords and stuff related to the actual accounts and does not have to be deleted or renamed only the outcmd.dat has to be renamed (preferably to prevent possible loss of data) or deleted. This file has the actual information for the toolbars and buttons that you are looking for.
