I use Outlook for e-mail and would like to format Outlook so that it opens
all of the time:

Font style: Comic Sans

Font size: 12

Font color: Black

Space between lines (NOT columns): One

The program opens each time with the font Arial 10. I change the font to
Comic Sans 12 manually, but having to do so is annoying. About ½ of the time
the font color is dark blue. Sometimes the spacing between lines (when I
press <Enter>) is two. Again I change items manually but having to do so is
a PITA.

I cannot see where I can make the changes permanently. Would you help,
please.

BOTH links did not answer my question. I do not need a new e-mail account or
program. I want to know HOW to set (or change) the options that I specify.

You need to ask in an Office, or Outlook group where users have Outlook
to open, or are familiar with its workings.

In OE, you click Tools, Options, Compose, and change the "Compose Fonts"
there. I suspect OL would work about the same.
