formatting hard disk

Hello I have recently installed pre-RC1 on my Dell E1705. Now I want to
install RC1 over pre-RC1 but I want to install a clean clean copy of RC1 on
this computer so I went and restarted my computer so I can pick up a option
to format the partition. However, everytime I restart my computer and setup
my boot device configuration to CD/DVD disk, the option "Boot from CD/DVD"
does not come up at all. Just to make sure that my RC1 DVD is working fine I
try to install after logging into my user account and also try to reinstall
windows media center by restarting my computer and choosing boot
configuration. It works fine. I am not sure what the problem. If anyone is
familiar with this problem or have an answer to this problem. Please let me
know.

I know on all 3 of my Dell computers, I turn them completely off. After I turn them on, I press the <F12> key and it gives me the menu to boot from my dvd/cd rom drive as well as other options. I hope that helps.

The DVD is bootable. You don't need to hit any special keys to get that done. Just restart and you boot into setup. So is XP. There are probably 50 MSKBs that show case this explicitly.
