Formatting a protected document

I have a 1 page form (page 1 of 1) that has been protected to allow only
required fields to be populated. What I would like to do is allow the user
to copy the form and duplicate it as a page 2 of 2 without the need to
unprotect the document.

Sorry, it's one or the other...

You can make a macro to unprotect, create a second page, then re-protect.
Saves giving the user the password.
