Dennis,

Using WinXP, Go to start>Settings>Control Panel>Administrative
Tools>Computer Management>Storage>Disk Management.

From there, You can right-click on the drive (in the lower window) and
format it from here.

Be sure to set up your partition(s) first.

Be sure your BIOS properly recognizes the drive before you attempt
Partitions/Formatting.

*BEWARE*
You can also mess up your existing drives from here to So... BE CAREFUL!!!

I'm a Gateway Fan, So I'm not sure about the Dell Reinstallation CD.

Be careful,

I think you put the CD in and boot from it. It should give you a option to
format and reinstall.

if it's a recovery CD then it won't give any option - it just replaces
what's on the HDD with the factory image......

Greetings --

Simply boot from the WinXP installation CD. You'll be offered
the opportunity to delete, create, and format partitions as part of
the installation process. (You may need to re-arrange the order of
boot devices in the PC's BIOS to boot from the CD.)
