Form Size

I have just started using Access 7 so maybe this has been covered
although I can't find a specific post.
When creating a form that is smaller than the database window it seems
that it has to be a popup, when looking at it in form view the only
way that I can find to get back to design view is to right click the
form name and select design.
Is this correct? Is it a "By Design (bug)?

Hi,

Access 2007 defaults new databases to a tabbed view of objects, which I
presume is what is causing the problem for you. You can change that by going
to the Office button and choosing Access Options. Then go to Current
Database and in the Application Options section, under Document Window
Options change to Overlapping Windows.
