Folder Sharing

I have an XP user that I am trying to get to share a
folder, he's logged in as a local administrator, there
are no GPO's set. When he right clicks on the folder and
does sharing, his options to share the folder are greyed
out and it tells him that to share the folder to drag it
to My Shared Folder, I want him to be able to share
folders like normal. This happened the other day in a
remote site and the user did something and then was able
to share the folder, but I don't know what he did. Any
help is greatly appreciated.
