Folder in C drive

There is a folder inside my C drive named: 08c98dc38967etc. It has a long
number/alphabet name and inside this folder is a text document named
msxml4-KB927etc. with a lot of info for example here are a few lines:

It was created last Saturday, November 18, 2006. Does anyone know what it
is? Is it safe to delete?

Temp directory created during a patch install.
If you can delete it - yes - it should be safe to delete.

This is left over from one of the latest Windows Updates. You can safely
delete the folder.
