Fn + SysRq question

Win2k gurus,

Does anyone have an idea as to why I must hit Fn+SysRq to enable the
keyboard at the win2k login screen?

Info:
Dell inspiron 2500
Win2k SP4
3 user system [it does it for everyuser]
ctrl alt delete to login

The system does not seem to have any other problems but this added step
at login seems unusual.
