Flashing icons on desktop

When i load XP my laptop boots up as normal then my desktop icons begin to
flash on and off ever second, the menu bar at the bottom of the screen also
does this,

When i boot up into safe mode (F8) I get the request to boot into safe mode,
all i get is a blank screen and an empty dialogue box - then nothing else?

i have tried to boot up into the bios to no avail, because i thought i might
change the boot sequence to boot from CD Rom first so i can either repair or
re-install XP, the bios access is not working. My laptop is still flashing
away.

Any help and advice is greatly appreciated!

It could be a problem with your video card, have you tried restarting in
safe mode to see if it stops the flashing.

Check your device manager, in normal mode to see which device is probably
giving other problems too. Right click My Computer > Properties > Hardware >
Device Manager.
