Flagging emails for follow-up -- time zones

How does flagging work across time zones? For example, say I send an email
from San Francisco to a colleague in Tokyo and flag it for follow up. Does
it do the time zone conversion?

For example, asking them to follow up by 8am Wednesday their time is really
5pm Tuesday for me. So do I set the outgoing mail flag as Tuesday by 5pm and
outlook does the day/time conversion, or do I set it how I want it to read on
their end (8am Wednesday)?

Flags and other dates are stored internally in GMT and converted by Outlook
into local time.
