Do you have a third-party security program that has its own firewall?
McAfee and Norton products are examples. If so, the security program
has disabled the Windows Firewall and this is expected behavior.

If not:

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

Be sure the computer is clean:

Hi Malke, first of all pc was riddle with spyware so i scan with
Ad-Aware(se) fixed 25 registry keys+ , then i done one more with (Spy
Emergency 2006) witch found (11/315) infections, then i done Antiviris
scan with AVG(se)free and found one Trojon, everyting was grand till i
done a recovery repair it stop halfway tru and look for
(icwconn1.ex)(icwconn2.ex) there was about 30 of them files missing
but on advise of earlier post from "googling it" they said they were
just back up files, so i updated my system from ms.updates everything
was fine till i tried to acess my firewall and you know the rest..
please help........Thanks blaster !

Your post is extremely difficult to read. Since the computer was full of
malware, I suggest you back up your data and do a clean install of
Windows. You might want to try a Repair Install first but in most cases
that won't be useful.
