Firewall problem

I'm the Administrator of an XP PC and I use the F/W that comes with XP sp2.
When there is the need to, the F/W asks me whether or not I want to restrict
some new program.
Now I want to give other non-Administrator users the same independence (only
regarding this feature).

Is that possible and how?

No. Only administrators can open holes in the firewall. Why do you want
non-administrators to install listening services on their clients?
