Filtering: Not Applied (Unknown Reason)

Is there any explanation for the above message? It seems to clear up
when rebooting the machine by means of "gpupdate /sync" but this is a
bit odd that each time we apply a Group Policy thru Security Filtering
on Computers/Servers it need reboot.

Is there a workaround as all the server affected are production servers.
