Files in Temp

I have two computers with WinXP, both Dell. Both have files in the Temp
Folder that are always there. I don't know if they are needed, is there a XP
tool that will remove those that are not needed. I have removed some but
there are others that will not allow removal. I assume they are needed.

Files which cannot be deleted have what's called "Open File Handles"
meaning a program has them actively open. It's common for many apps
to have workspace files open. Many can be identified if they have a
file extension of .Tmp. Other temp or workspace don't have an easily
identifiable name. It's normal for the system to have these temp files &
being unable to delete just means they are actively being used.
 
Reboot and run Disk Cleanup (which will only delete TEMP files older than 48
hours).

Or you may delete the contents of a TEMP folder manually after rebooting.
Windows won't allow you to delete anything needed during the current boot.

It's nothing to worry about...
but some temp files can only be removed after a reboot.

Anyway, if you run a disk cleanup from time to time
the temp files will be at least minimized

About which temp are you talking - there are several.
The general rule is that on a manual delete, those still in use cannot be
deleted - a sort of 'failsafe'.
Some have, in the past, have suffered from large amounts in temp folders,
and a manual delete was the only solution.
Some have found that in a particular temp folder, deletion should be
automatic after so many days - but this has not always worked. Another temp
folder should clear on shutdown - again this has not always been so. So a
manual approach has been the only solution.
You do not say how many you have or which temp folder - there are those
files which will always appear in a temp folder, on starting your computer.
