File types

When I go into Windows Explorer and go to Folder Options and then to File
Types in order to change the file type of particular files I am unable to
change the file type as all options are greyed out. So I cannot click
'change' or 'advanced '
What is wrong and how can I resolve the problem?

Are you logged in as Administrator?
You are in the right area.
