File type associations on Terminal Server

I changed File type .jpg association set for Internet Explorer to
Image Viewer on Windows 2000 Terminal Server in Application Mode.

Intially to change File type association, I edited the registry as per
Microsoft KB "Changes in File Types and File Association Features in
Windows 2000 (Q257592)"

As an administrator i got the option to change File type association
but these changes did not effect all the users who are connecting to
the Terminal Server.
Users were logged off and logged in but still they are opening the
..jpg file in Internet Explorer and they are not getting any option to
change their file type.

Do we have any option to populate my file association to all the
users?

I had this problem too. I had the user right click on a jpg file and select
open with and choose IE and check the box for always use this program to
open this file. They might need to be local admin for the check box to be
enabled. This should fix it. you can also delete their profile and it should
default to I.E.
