Actually, that is how it was done in earlier DOS family
versions of Windows. That is not how it has ever been
done in NT family Windows versions.
You set permissions at the share level, and/or at the NTFS
filesystem level in XP (and any other modern Windows)
using grants to accounts defined on the machine (or seen
due to domain membership of the machine)
The exact specifics of how this plays out is significantly
different for XP Home edition compared to XP Pro.
