When you open a file in most applications there is always a default file type
listed, eg in notepad it defaults to *.txt. Is there anyway to change this
default to all files or *.* ? When I'm using notepad to edit files, they
are seldom text but usually something else and everytime I must go to this
box and change .txt to all files. I've googled and searched, but can't seem
to find much on this topic.

That depends entirely on the programmer of the application, but
usually not.

Notepad is a very simple application, and there are lots of things it
can't do. This is one of them. There are lots of free and dirt cheap
text editors around, some of them will allow you to change the default
file type in the open dialog, I think. If you need more than a text
editor, check www.openoffice.org. There you'll find a free word
processor. I won't guarantee that it will do this, but I wouldn't be
surprised.
