file is in use by another application or user

Hello,
I am using office2003 and I have configured workgroup templates pointing to
a server location for users. Sometimes when I close word or outlook it comes
up with:
This file is in use by another application or user. (..normal.dot).
It asks me to save a copy of the normal.dot or save a different copy.
I have left the user templates as default and have also tried to change it
to local drives.
Any ideas?
