file/folder and desktop item pop-up descriptions

I am using a double wide toolbar at the bottom of the screen and my pop-up
item descriptions are stuck behind the toolbar. Doesn't particularily bother
me, but shouldn't they always be on top? Can i fix this/

Allright...nevermind...lol...things are suddenly working as thet
should....so maybe as a diversion, somebody can explain why

They should, but due to a bug in XP they aren't always. I know of no
way to fix it other than rebooting.

OR restart explorer.exe,
OR logoff and logon,
and I believe someone mentioned Sorting Programs would temporarily fix
the Z-order.

Easiest resolution, posted by Mike recently, is to go to Start | All
Programs, right click on one of the items and choose sort by name. It
will sort the list alphabetically (which won't actually do anything if
it's already sorted) and as a by product fix the hidden tips behind the
toolbar issue - until the next time it occurs. This is a well known
problem for which there is no permanent fix. Other options are logoff
then login or reboot, or stop, then restart explorer.exe.
